1. PURPOSE.

To minimize unnecessary risk to life and health of firefighters.

2. SCOPE.

This procedure shall apply to all firefighters at or in route to emergency incidents or training exercises.

3. PROCEDURE

All emergency operations and training exercises will be conducted with the following three-level risk approach:

• We will risk a lot to protect a savable life.
• We will risk a little to protect savable property.
• We will not take any risk to protect lives or property that are already lost.

If an incident evolves to a point that lives and property are no longer savable, the incident commander should declare and manage the incident as a defensive operation.
