1. PURPOSE.

To minimize unnecessary risk to life and health of firefighters.

2. SCOPE.

This procedure shall apply to all firefighters.

All emergency operations and training exercises will be conducted with the following priorites in this order:

1. Life safety.
2. Incident stabilization.
3. Property and environmental conservation.
